2015年起，我国通过实施医疗器械审评审批制度改革、医疗器械注册人制度等措施，鼓励产业创新，显著推动了行业发展，但目前行业仍存在产品同质、原始创新不足等问题。标准化作为国家治理体系和治理能力现代化建设的基础性制度，是经济和社会发展的重要技术基础。近年来，国家相继出台一系列纲领性文件，积极推动标准化工作发展，以引领产业创新和高质量发展。本研究梳理了现行标准化工作机制下，医疗器械标准化工作在技术体系、组织体系、工作机制方面的改革，如支持创新领域标准研制、组建标准化技术归口单位、实施企业牵头行业标准制订修订工作等，阐释标准对于行业发展促进的作用方式，分析目前新技术标准化工作中存在的制订修订周期较长、支持措施不足等问题，以及面临的新技术标准研制困难、监管挑战，标准技术创新和产业稳定的平衡等工作难点，并建议通过加强政策支持、深化工作机制改革、支持团体标准发展、广泛推动新技术标准应用等方式进一步提升标准对行业创新发展的促进作用。

医疗器械标准化工作促进行业创新发展的思考
Since 2015， China has implemented a series of measures to encourage medical device industrial innovation， such as the reform of medical device review and approval system， implementing the medical device registration holder system， which have significantly promoted industry development. However， the industry still faces critical issues like product homogeneity and insufficient original innovation. Standardization serves as a foundational system for the modernization of national governance systems and governance capabilities， and it is an important technical basis for economic and social development. In recent years， China has issued a series of strategic documents to actively advance standardization efforts， aiming to lead industrial innovation and high-quality development. This study reviews the reforms， covering technical systems， organizational structures， and operational protocols， in medical device standardization framework under the current regulatory mechanism， such as supporting the development of standards in innovative fields， establishing specialized technical focal units for standardization， and implementing industry standards formulation and revision led by enterprises. It also clarifies how standards drive industry development， identifies challenges in current standardization practices， such as long revision cycles and insufficient support measures， as well as challenges like difficulties in new technology standard development， regulatory challenges， and balancing standard technological innovation with industrial stability. Recommendations include enhancing policy support， deepening mechanism reform， promoting the development of group standards， and widely applying new technology standards to further boost the role of standards in driving industry innovation and development.
