Research and Practice on the Construction of National Integrated Drug Administration Data Resource System

Abstract

The year 2025 marks a crucial period for the full completion of the 14th Five-Year Plan and the strategic planning of the 15th Five-Year Plan. This study reviews the development and achievements of China's drug administration data resource system from the periods of the 12th Five-Year Plan and earlier up to the 14th Five-Year Plan. It also summarizes the measures and achievements of the Center for Information of the National Medical Products Administration （NMPA） in establishing a national drug administration data resource support system， creating a unified channel for the aggregation and sharing of national drug administration data resources， and deepening the application services of drug administration data resources. This study identifies issues in drug administration data resources， including the inadequacy of current data quality to fully meet the demands of innovative applications， insufficient integration and application with social data， and limited fusion with innovative technologies such as artificial intelligence， and puts forward recommendations for future work， with a view to provide references for the planning and construction of the drug administration data resource system during the 15th Five-Year Plan and beyond. It is suggested to improve the data governance systems， explore new data governance technologies， and continuously enhance data quality； expedite the introduction of administration frameworks and implementation guidelines for the authorized operation of drug administration data resources， and research the establishment of a trusted data space in the field of drug administration to fully unlock the value of data； actively integrate innovative technologies， explore mechanisms for the generation， sharing， and application of data resources such as knowledge bases and high-quality datasets required for artificial intelligence， and apply artificial intelligence technologies to enhance the efficiency of data governance and analysis.
