“新医科”背景下医院中医药复合型管理人才“双实”培养模式构建

The Construction of A Dual-Practice Training Model for Inter-Disciplinary TCM Management Talents in Hospitals under the Background of "New Medicine"

摘要:

目的:分析“新医科”建设背景下我国医院中医药复合型管理人才培养现状,运用德尔菲法构建中医药复合型管理人才的“双实”(实操+实践)培养模式框架,并评估其应用效果,为医院人才培养提供参考。方法:通过文献检索收集复合型人才“双实”培养的支持证据。成立研究小组,圆桌会议模式下开展头脑风暴,对相关文献进行整理,整合证据;以“背靠背”形式进行专家函询,经德尔菲法构建人才“双实”培养模式框架,并对各项意见进行协调程度评价。于20245月招募20名中医药专业优秀人才进行为期9个月的“双实”培养模式培训,探讨应用效果。结果:在“双实”培养模式构建中,邀请济南市15名专家进行了两轮问卷调查,两次专家函询积极系数均达到100%;第一轮函询各等级项目权威系数为0.900~0.926,肯德尔协调系数为0.186~0.387P<0.01),第二轮函询权威系数为0.930~0.945,肯德尔协调系数为0.213~0.512P<0.01)。第二轮函询结果的变异系数为0.10~0.17,共构建3个一级项目(A:基于“新医科”背景下选拔、培训与考核;B:增加培养投入;C:向外联动)、9个二级项目、32个三级项目。20名学员均顺利结业,理论储备能力(28.1±0.5)分,临床能力(36.4±0.2)分,科研能力(25.1±1.4)分,平均满意度评分98.7分,学员的综合能力加强。结论:“新医科”建设背景下,教学型综合医院存在不可忽视的中医药复合型管理人才培养困境,尤其是在“双实”培养方面有待提升。本研究通过德尔菲法构建的“双实”培养新模式可靠性强、实用性佳,可为医院中医药复合型管理人才培养提供参考。

Abstract:

Objective: This study analyzes the current situation of cultivating inter-disciplinary traditional Chinese medicine TCM management talents in hospitals under the background of "new medicine" construction constructs the framework of dual-practice” (practical operation + practice training model for inter-disciplinary TCM management talents by using the Delphi method and evaluates its application effect so as to provide a reference for hospital talent cultivation.Methods: Collect supporting evidence for the dual-practice cultivation of inter-disciplinary talents through literature retrieval. Establish a research group conduct brainstorming in the roundtable meeting mode sort out relevant literature and integrate the evidence. Expert inquiries were conducted in a "back-to-back" format. The framework of the "dual-practice" talent training model was constructed using the Delphi method and the degree of coordination among various opinions was evaluated. In May 2024 20 TCM talents were recruited for a 9-month "dual-practice" training program to explore the application effect.Results: In the construction of the "dual-practice" training model 15 experts from Jinan City were invited to conduct two rounds of questionnaire surveys. The positive coefficients of the two rounds of expert inquiries all reached 100%. The authority coefficients of each level of projects in the first round of inquiries ranged from 0.900 to 0.926 and the Kendall's coordination coefficients ranged from 0.186 to 0.387 P<0.01. The authority coefficients of the second round of inquiries ranged from 0.930 to 0.945 and the Kendall's coordination coefficients ranged from 0.213 to 0.512 P < 0.01. The coefficient of variation of the results of the second round of inquiries ranged from 0.10 to 0.17. All the 20 trainees successfully completed their training. Their theoretical reserve ability was 28.1±0.5 points clinical ability was 36.4±0.2 points and research ability was 25.1±1.4 points. The average satisfaction score was 98.7 points and the comprehensive ability of the trainees was enhanced.Conclusion: Under the background of "New Medicine" construction the predicament in cultivating inter-disciplinary TCM management talents in teaching-oriented general hospitals cannot be ignored especially in the aspect of "dual-practice" training. The new "dual-practice" training model constructed by the Delphi method in this study is highly reliable and practical and can provide a reference for the cultivation of inter-disciplinary TCM management talents in hospitals.
