Abstract: Corona virus disease 2019（COVID-19） has put forward new challenges to the public health security of our country， and has exposed the problems and shortcomings of our public health emergency management system in the concepts of major epidemic prevention and control， systems of organization and mechanisms， basic constructions， emergency response capacities and so on. In order to effectively improve the sensitivity of public health emergencies and the capacity of health emergency management， improve the public health emergency management system， this study puts forward the improvement suggestion to the public health emergency management system from the aspects of strengthening the public health safety strategy foresight， the optimization design of the health emergency response system and mechanism， strengthening the basic construction and improving the local government emergency management ability.
