化妆品中药物非法添加问题浅析

摘要： 目的：了解国内市售化妆品药物非法添加问题现状，探讨化妆品中非法添加药物的规律，为监管工作提供数据参考。方法：对国家药品监督管理局（以下简称“国家药监局”）网站2017—2019年通告的不合格化妆品中药物非法添加的情况进行统计整理，对化妆品类别、非法添加药物的种类、含量等信息进行汇总，并列出图表进行分析。结果：国家药监局2017—2019年通告的不合格化妆品中，204批次存在药物非法添加问题，其中祛痘类产品100批次，面膜类产品70批次，美白/祛斑类产品27批次，护肤类产品6批次，洗发类产品1批次。非法添加的药物包括糖皮质激素、抗感染类药物和抗组胺类药物。非法添加药物的不合格化妆品数量呈逐年下降趋势。结论：近年来化妆品中药物非法添加的情况明显改善，但问题依然存在，应持续进行针对性监管，以降低化妆品消费者的安全风险。

Abstract: Objective： To understand the current situation of illegally added drugs in cosmetics sold in China， explore the regular pattern of illegally added drugs in cosmetics， and provide data reference for regulatory work. Methods： The illegally added drugs in unqualified cosmetics announced on the website of the National Medical Products Administration（NMPA） from 2017 to 2019 were statistically sorted out， and the information such as the category of cosmetics， the type and content of illegally added drugs were summarized， and the charts were listed for analysis. Results： Among the unqualified cosmetics announced by the NMPA during 2017 to 2019， there were 204 batches with illegal drug addition. Among them， 100 batches of anti-acne products， 70 batches of mask products， 27 batches of whitening/freckle products， 6 batches of skin care products， 1 batch of shampoo products. The drugs illegally added include glucocorticoids， anti-infective drugs and antihistamines. The number of substandard cosmetics with illegally added drugs decreased year by year. Conclusion： In recent years， the situation of illegal drug addition in cosmetics has improved significantly， but the problems still exist.Targeted supervision should be continuously carried out to reduce the safety risk of cosmetics for consumers.
