015—2020年北京市免费抗结核药品供应管理效果分析

Analysis on the Effectiveness of Supply Management of Free Anti-tuberculosis Drug in Beijing from 2015 to 2020

摘要: 目的:评估2015—2020年北京市免费抗结核药品供应管理效果,为完善免费抗结核药品管理体系提供依据。方法:采用回顾性数据分析方法,收集2015—2020年北京市16家区级结核病定点医疗机构的抗结核药品季度报表和2015—2020年北京结核病控制研究所的免费抗结核药品发放明细表,对不同机构库存控制的衡量指标进行计算和统计。设定最大库存量和最小库存量,库存量衡量指标为每个季度末库存药品的可使用月数,可使用月数在1.25~7.25个月判定为合格。运用SPSS 25.0软件进行数据分析,采用趋势性χ2检验,散点图和折线图做补充描述。结果:北京结核病控制研究所免费抗结核药品2015年每季度末库存可使用月数在0.1~16.8个月,至2020年逐渐集中到3.1~6.8个月,库存合格率由54.2%上升到100%,随时间变化趋势明显(χ2趋势性=16.659,P<0.001);对16家区级结核病定点医疗机构的免费抗结核药品研究显示,药品库存合格率呈上升趋势,随时间变化趋势明显(χ2趋势性=52.973,P<0.001)。结论:良好的库存控制能力使药品缺货和过期破损的风险大大降低,北京市免费抗结核药品供应管理效果明显,具有借鉴意义。

Abstract: Objective: To evaluate the effectiveness of drugs supply management of free anti-tuberculosis in Beijing from 2015 to 2020 for improving the management system of free anti-tuberculosis drugs management. Methods: The retrospective data analysis method was used to analyse the anti-tuberculosis drug quarterly reports of 16 tuberculosis medical institutions in Beijing and drugs detail account of Beijing Institute of Tuberculosis Control in 2015-2020. The measurement index is the number of months the drugs at the end of each quarter. It is qualified when the available months is between 1.25 to 7.25 months. SPSS 25.0 software is used for trend analysis χ2 test, and the scatter diagram and line diagram were used. Results: At the end of each quarter in 2015, the inventory of free anti-tuberculosis drugs of Beijing Institute of Tubercolosis Control were 0.1-16.8 months and they were 3.1-6.8 months in 2020, the inventory qualification rate increased from 54.2% to 100%,(χ2 trend=16.659, P<0.001). The qualified rate of drug inventory showed upward treatment in 16 tuberculosis medical institutions (χ2 trend=52.973, P<0.001). Conclusion: Good inventory control ability can greatly reduce the risk of drug shortage and overdue. The effect of supply management of free anti-tuberculosis drugs in Beijing is obvious, which can be used for reference.
