美国FDA现代化行动计划简述及启示

摘要/Abstract

摘要： 药品监管信息化建设是国家政务信息化建设的重要组成部分，是提升药品安全治理水平和监管效能的重要手段。本研究基于美国食品药品管理局(FDA)现代化行动计划，梳理了FDA开展现代化工作的思路和实践情况，概述了FDA现代化行动沿革情况，包括侧重于基础技术设施、敏捷开发和产品文化等的“技术现代化行动计划”（technology modernization action plan，TMAP），侧重于高价值驱动项目、数据实践和人才网络的“数据现代化行动计划”（data modernization action plan，DMAP）以及侧重于解决跨部门协作等问题的“组织现代化行动计划”（enterprise modernization action plan，EMAP），重点介绍了EMAP的主要内容和实施情况。同时，本研究结合我国药品监管信息化建设情况，提出FDA现代化行动计划对我国药品监管现代化的启示，并提出建议，包括树立信息化优先思维、加强顶层设计、提倡共建共享、探寻标准化转型、适应人才需求等，以期为我国药品监管信息化建设提供借鉴和参考。

Abstract: The informatization construction of drug administration is an important part of the informatization construction of national government affairs， and is an important means to improve the drug safety governance level and supervision efficiency.Based on the FDA modernization action plan， this study reviewed the ideas and practices of the modernization work of U.S. FDA， and summarized the evolution of the modernization action of FDA， including the technology modernization action plan (TMAP)，which is focused on infrastructure， agile development and product culture， and data modernization action plan (DMAP)，which is focused on highvalue driven projects， data practices and talent network， and enterprise modernization action plan (EMAP)， which is focused on solving cross department collaboration and other issues and mainly introduced its main content and implementation. At the same time， based on the information construction of drug administration in China， this study analyzed the enlightenment of the FDA modernization action plan and put forward suggestions for the modernization of drug administration in China， including prioritizing thinking of information technology， strengthening toplevel design， advocating coconstruction and sharing， exploring standardized transformatization， adapting to talent needs， etc.， in order to provide reference for the informatization construction of drug administration in China.
