Abstract: Prescription drug sales of Internet hospital as a new format and new business model in the pharmaceutical business, is conducive to the policy goals of "Three Medical Linkage" reform, such as the integration of health resources, multi-point practice of doctor, drug purchase convenience, and the model transformation of pharmaceutical service. It is crucial to construct the pharmacovigilance system of Internet hospital，play the responsibilities and roles of licensed pharmacists, and strengthen the compliance management of electronic prescription circulation of online drug sales. This study reviewed the risk management system of electronic prescription circulation, the third-party drug platform, the pharmacovigilance system of Internet hospital and entity pharmacy, the review responsibilities of licensed pharmacists for electronic prescription, summarized the definitions of Internet hospital and online drug sales, analyzed the risk and flow of electronic prescription circulation in Internet hospital, and analyzed the synergy of the pharmacovigilance system of Internet hospital which brought into the framework of the "Three Medical Linkage" reform. Based on the management practice of Shanghai, licensed pharmacists "double" prescription review responsibilities, knowledge training system for licensed pharmacists, and pharmacovigilance duties of licensed pharmacists based on product life cycle were proposed with a view to provide reference for establishing and improving the pharmacovigilance system of third-party drug platform in Internet hospitals with the responsibilities and roles of licensed pharmacists as the core elements.
