国外执业药师注册制度对我国的启示

摘要: 目的:研究我国执业药师注册制度,旨在完善我国执业药师注册制度,提高药师药事服务能力及执业水平。方法:通过比较中国、英国、新加坡、美国四国执业药师预注册相关政策,分析我国执业药师注册中存在的问题并提出发展思路。结果:英国、新加坡、美国三国药师预注册制度均要求药师在正式注册前,需参加预注册培训和相应的预注册考试,考试内容主要是临床药学实践。我国执业药师注册中面临执业药师准入门槛低、注册率低,缺少注册执业前实践技能考核,继续教育施教机构缺少统一认证标准等局限性。结论:借鉴国外经验并结合我国现有规定,提出建立预注册制度、明确预注册条件和要求、严格资质审核、提高药师执业准入要求以及加强预注册培训等建议;从预注册资质和专业技能两方面提高我国执业药师注册执业准入要求和执业综合素质,从而促进药师队伍的职业发展,满足公众对执业药师的需求。

Abstract: Objective: To study the registration system of licensed pharmacists in China so as to improve the registration system of licensed pharmacists in China and improve the service capacity and practice level of pharmacists. Methods: By comparing the relevant policies of pre-registration of licensed pharmacists in China, the United Kingdom, Singapore and the United States, the problems existing in the registration of licensed pharmacists in China are analyzed and development ideas are proposed. Results: The pre-registration systems for pharmacists in the United Kingdom, Singapore and the United States require pharmacists to participate in pre-registration training and corresponding pre-registration examinations before formal registration, and the content of the examination is mainly clinical pharmacy practice. In the registration of licensed pharmacists in China, it faces limitations such as low entry threshold for licensed pharmacists, low registration rate, lack of pre-registration practical skills assessment, and lack of unified certification standards for continuing education teaching institutions. Conclusion: Drawing on foreign experience and combining with China′s existing regulations, it is suggestted that to establish a pre-registration system, clarify pre-registration conditions and requirements, strictly review qualifications, improve pharmacists′ practice access requirements, and strengthen pre-registration training, so that to improve the registration practice access requirements and comprehensive quality of licensed pharmacists in China from the aspects of pre-registration qualifications and professional skills, so as to promote the career development of the pharmacist team and meet the public′s demand for licensed pharmacists.
