新媒体应用场景下的疫苗安全科普宣传策略研究

摘要: 网络经济时代和数字化转型升级政策环境下,新媒体在舆论传播方面扮演着日益重要的角色。药品科普宣传是公众、企业、政府之间风险沟通的桥梁,是药品安全社会共治和政府信息公开的重要途径,对于提升公众合理用药水平具有积极作用。疫苗预防接种是公众预防疾病、确保生命健康的重要方式之一,目前疫苗安全性科普宣传常见于政府“两微一端”,且往往嵌入于预防接种知识或法规宣传之中。建立和完善疫苗安全性科普宣传工作,尤其是基于新业态、新技术、新商业模式(“三新”)的科普方式,助力实现政府“两微一端”方式向新媒体方式的转变,是适应网络经济发展、迎合公众生活新方式、提升城市治理能力水平的重要方式,对提升公众用药安全、保护合法权权益具有积极意义。本研究在梳理我国疫苗安全性科普宣传现状、监测评价现状及制度安排的基础上,分别从法律责任、制度设计、事权划分、风险沟通等方面探讨使用新媒体开展疫苗安全性科普宣传的必要性、可行性和可操作性,提出应创建由政府引导、各方合作和绩效评估等疫苗安全性科普宣传策略,旨在助力保障公众用药安全。

Abstract: In the era of network economy and the policy environment of digital transformation and upgrading, new media is playing an increasingly important role in public opinion propagation. Drug science popularization is a bridge of risk communication among the public, enterprises and the government, and is an important way of drug safety social co-governance and government information disclosure. Vaccination is one of the important ways to prevent diseases and ensure the health. At present, the science popularization of vaccine safety is often combined in the publicity of vaccination knowledge or regulations. To establish and improve the science popularization on vaccine safety, especially the science popularization methods based on new business forms, new technologies and new business models, is an important way to adapt to the development of network economy, the new way of public life and improve the capacity of urban governance, which is of positive significance for ensuring drug safety for the public and protecting the legitimate rights and interests of the public. This research reviewed the current situation of vaccine safety science popularization, the monitoring and evaluation status and the system arrangement, explored the necessity, feasibility and operability of using new media to carry out science popularization on vaccine safety from the aspects of legal liability, institutional design, division of powers, risk communication, etc. It is suggested that a publicity strategy guided by the government, coordinated by all parties and evaluated by performance should be established, so that to help ensure medication safety for the public.
