摘要/Abstract

摘要： 中药调剂是中药药事服务的重要内容之一，包括依照处方正确调配与给付、科学炮制与煎煮、合理服用与护理等，是连接医生与患者的桥梁，调剂质量直接影响中医药的临床疗效。目前，中药调剂专业人才匮乏、相关教育标准缺失是制约中药调剂高质量发展的掣肘难题。为进一步引导中药调剂职业教育的规范发展，由世界中医药学会联合会发布、北京中医药大学中药调剂标准化研究中心主持制订的国际组织标准——《中药调剂职业教育规范》（以下简称《规范》，SCM 72-2022），专用于指导中药调剂职业教育的标准。该《规范》规定了中药调剂职业教育的培养目标、培养对象、职业素养要求、法律法规知识要求、基础知识要求以及操作技能知识要求等内容。本研究针对该《规范》内容，在总结分析当前中药调剂职业教育现状、面临新业态发展、继续教育以及标准缺乏等问题的基础上，重点解读该《规范》研制过程、核心标准体系，并提出中药调剂职业教育高质量发展的复合型人才培养目标、线上课程模式创新以及海外示范基地建设方向，为中医药高校、培训机构等人员更好地使用该《规范》提供参考，促进中药调剂职业人才培养。

Abstract: Chinese medicine dispensing is one of the important contents of traditional Chinese medicine(TCM) pharmacy services， including correct dispensing and delivery according to the prescription, proper processing and decocting, reasonable using and nursing, and it is a bridge connecting TCM practitioners and patients. The quality of Chinese medicine dispensing directly affects the clinical efficacy of TCM. At present， the lack of Chinese medicine dispensing professionals and relevant education standards are the hindering problems that restrict the high-quality development of Chinese medicine dispensing. To further standardize and guide the vocational education of Chinese medicine dispensing， the “Specifications for Vocational Education of Chinese Medicine Dispensing”(SCM 72-2022), which is an international organization′s standard to guide the vocational education of Chinese medicine dispensing specifically was issued by the World Federation of Chinese Medicine Societies (WFCMS) recently. It was formulated by the Standardization Research Center of Traditional Chinese Medicine Dispensing of Beijing University of Chinese Medicine. The standard stipulates the training objectives， training objects， professional quality requirements， knowledge requirements of laws and regulations， basic knowledge requirements and skill operation knowledge requirements of traditional Chinese medicine dispensing vocational education. On the basis of summing up and analyzing the current situation and problems of vocational education of Chinese medicine dispensing， such as difficult to meet the development of new business forms， lacking of continuing education and standards that can be applied overseas， introduced the development process and core standard system of the “Specifications for Vocational Education of Chinese Medicine Dispensing”， and proposed the training goal of compound talents for high-quality development of vocational education of Chinese medicine dispensing， the innovation of online course model and the construction direction of overseas demonstration base. It can provide reference for Chinese medicine colleges， training institutions and other personnel to better use the standard，and to promote the training of Chinese medicine dispensing professionals.
