Abstract: Electronic certificate is an important infrastructure supporting "Internet+ E-government service". It is an effective means to further promote the interconnection， collaboration and linkage of government affairs services of different departments， break the "information islands"， change from "the mass run errands" to "information run errands"， and change from "the mass back and forth" to "inter departmental cooperation"， which plays an increasingly important role in the nationwide integrated e-government service. Restricted by the using habits， approval process， filing requirements， sharing efficiency， management cost， social cognition and other factors， the electronic certificate has not yet achieved the best effect in the application form and scope， and has not yet formed a high-efficiency， low-cost management and application mode， and has not been popularized in the social application. This study analyzes the main problems that affect the application of electronic certificate based on the current domestic electronic certificate business characteristics from the aspects of standardization degree， storage form and sharing mode， and explores the way to optimize the application of electronic certificate relying on the "Internet+E-government service" system. The study delineates the future application forms and application scenarios of electronic certificate， and digs the data analysis value of electronic certificate， so as to construct efficient， high-quality and safe license services， and provide reference for maximizing the role of electronic certificate in government services， production activities and social activities.
