摘要：

随着医药卫生体制改革深化，以及带量采购、医疗器械唯一标识（UDI）等相关政策落地，医用耗材供应链供应-加工-配送（SPD）管理模式成为医院耗材管理的重要工具。目前，由于医用耗材SPD管理相关法律法规、部门规章、行业规范、标准指南尚未统一明确，亟需对耗材SPD管理的模式进行合规运行的指导。中国卫生信息与健康医疗大数据学会医院物流供应链（SPD）大数据应用分会组织国内多家医疗机构、高校、行业协会及企业等各领域从事医用耗材精细化管理的前沿专家学者，以相关法律法规和标准为核心框架，从相关法律法规、专业术语、组织管理体系、医用耗材SPD服务要求、业务流程合规管理要求、数据信息管理、监督管理等方面编撰了医用耗材SPD管理合规指南，旨在为各级医疗机构提供标准化合规框架，系统性规避质量安全、信息安全、廉政安全等领域风险，提升医用耗材SPD管理效能，支持DRG/DIP医保支付改革落地，助力医疗成本精细化管控。

Abstract:

With the deepening of healthcare system reform and the implementation of policies such as volume-based procurement and unique device identification （UDI）， the supply-processing-distribution （SPD） management model for medical consumables supply chain has become an important tool for hospital consumables management. Currently， as the relevant laws and regulations， departmental provisions， industry standards， and guidelines for medical consumables SPD management have not been unified and clarified， there is an urgent need for compliance guidance on the operation of consumables SPD management models. Therefore， led by the Hospital Logistics Supply Chain （SPD） Big Data Application Branch of Chinese Medical Information and Big Data Association， leading experts and scholars engaged in the refined management of medical consumables from various fields including domestic medical institutions， universities， industry associations， and enterprises were organized to compile the Compliance Guidelines for SPD Management of Medical Consumables. Based on the relevant laws， regulations and standards as the core framework， the guidelines were developed from aspects including relevant laws and regulations， professional terminology， organizational management system， medical consumables SPD service requirements， business process compliance management requirements， data information management， and supervision management. This guideline aims to provide a standardized compliance framework for medical institutions at all levels， systematically avoid risks in areas such as quality and safety， information security， and anti-corruption， improve the efficiency of SPD management of medical consumables， support the implementation of DRG/DIP medical insurance payment reform， and assist in refined medical cost control.
