某三级公立中医医院绩效考核中药学相关指标现状分析

摘要/Abstract

摘要： 目的：分析陕西省某三级公立中医医院绩效考核三级指标中药学相关指标的现状和变化趋势。方法：从医院HIS系统和财务报表获取2017—2020年相关数据，按照《国家三级公立中医医院绩效考核操作手册（2020 版）》要求计算相关指标。结果：国家三级公立中医医院绩效考核中三级指标共66个，与药学相关指标共21个。该院合理用药、资源管理、收支结构3类指标4年间均符合指标要求。功能定位相关指标4年间有所波动，虽未能呈持续增长态势，但指标显示该院中医药特色鲜明。费用控制中门诊和住院次均药品费用增幅指标显示该院近年均呈正增长。结论：该院药学相关绩效指标总体看好，但部分指标变化未遵循指标导向，存在提升空间。三级公立中医医院应重视医院药事管理，加大内涵建设，提高中医药服务能力和水平。

Abstract: Objective： To analyze the status quo and change trend the 3-level indicators of performance assessment of a three A public hospital of traditional Chinese medicine in Shaanxi province. Methods： The relevant data from 2017 to 2020 were obtained from HIS system and financial statements， and the relevant indexes were calculated according to the requirements of Operation Manual of Performance Assessment of National Third-level Public Hospitals of Traditional Chinese Medicine (2020 Edition). Results： There were 66 third-level indicators in the performance assessment of national three A public hospitals of traditional Chinese medicine， and 21 were related to pharmacy. The three types of indexes of rational drug use， resource management and income and expenditure structure of the hospital all met the requirements during the four years. Functional orientation related indicators have fluctuated in the four years， although failed to show a sustained growth trend， the indicators showed that the hospital has distinctive characteristics of traditional Chinese medicine. In the cost control， the average increase of outpatient and inpatient drug costs per time showed a positive growth in recent years. Conclusion： The pharmacy-related performance indicators of the hospital are generally promising， but some indicators fluctuate greatly， and there is room for improvement. Three A public hospitals of traditional Chinese medicine should attach importance to hospital pharmacy management， strengthen connotation construction， and constantly improve the ability and level of pharmaceutical care.
