关于欧盟个性化医疗计划的解析与思考

摘要： 精准医疗是应对未来社会健康和医疗体系挑战的有效的新型医疗模式。欧盟实施个性化医疗（personalized medicine）计划，旨在协调科学研究、公民教育和卫生政策制定同步发展，推动精准医疗的实施。欧盟PerMed项目组2015年发表的《塑造欧洲的个性化医疗愿景》为欧盟精准医疗制定了战略研究和创新进程（SRIA），提出5项挑战和35项建议。在PerMed项目组基础上成立的国际个性化医疗联盟（ICPerMed）于2016年制定并发表的《行动计划-可执行的研究和支持行动》，设计了研究与支持2大类共30项精准医疗发展行动。ICPerMed 2019年发表的《个性化医疗2030》展望了2030年精准医疗应用基础上的“下一代”医疗体系。为了让读者迅速把握欧盟精准医疗发展战略，本研究拟通过梳理欧盟个性化医疗SRIA中各项挑战和建议、《行动计划-可执行的研究和支持行动》以及《个性化医疗2030》对下一代医疗模式的展望，综合分析欧盟精准医疗的实施策略，以期为我国实施精准医疗提供借鉴和参考。

Abstract: Precision medicine is an effective new medical model to meet the challenges of social health and medical system in the future. The EU implements personalized medicine development strategy， coordinating research and health policy-making， to promote the implementation of precision medicine.In 2015， EU PerMed published Shaping Europe′s Vision for Personalized Medicine， generated the Strategic Research and Innovation Agenda (SRIA) for European precision medicine development. SRIA put forward five challenges and 35 suggestions for the implement of personalized medicine (PM). In 2016， the International Consortium for Personalized Medicine (ICPerMed) was founded on a number of previous initiatives in PM at EU and national level. Throughout 2016， members of ICPerMed worked to develop a roadmap with actionable research activities based on the PerMed SRIA. The roadmap identified a large number of research actions， as well as their expected impact and the means and timelines for their implementation. The ICPerMed Vision for 2030 presents the vision of the ICPerMed on personalised medicine research and implementation by 2030.In order to enable readers to quickly grasp the development strategy of EU precision medicine, this article scrutinizes the challenges and recommendations from EU Personalized Medicine SRIA, the actionable research and support actions from Action Plan, and the perspectives of next-generation medicine from Vision for 2030. It is expected that the development strategy of EU Personalized Medicine could provide reference for precision medicine implementation in China.
