中国-欧盟精准医疗国际合作与展望

摘要/Abstract

摘要： 精准医疗(precision medicine)正在彻底改变生物医学和临床研究，同时为改善医疗健康提供新型医疗模式。欧盟在这一领域已布局全面系统的欧盟个性化医疗计划战略规划和实施行动，并在全球范围内开展合作。国际精准医疗联盟（ICPerMed）是在欧盟第七研发框架计划（FP7）及“地平线2020”框架下，由欧盟委员会资助的精准医疗项目倡导，为个性化医疗的利益相关者建立的沟通交流平台。目前在ICPerMed发起的地域性专题研究项目中，中欧个体化医疗政策与研究合作（SINO-EU PerMed）和中国-欧盟精准医疗合作支持计划（IC2PerMed）是中国与欧盟政府间的合作项目。两个项目分别从不同角度支持ICPerMed与中国相关方的合作，以促进中欧多利益相关方对精准医疗的共识，推动精准医疗的实施。本研究旨在介绍和分析我国和欧盟在ICPerMed框架下开展国际合作项目的现状，以期为我国精准医疗领域的研究与创新提供借鉴。

Abstract: Precision medicine (PM) is revolutionizing biomedical and clinical research while improving the ways healthcare is delivered. The EU has laid out the comprehensive and systematic strategic and implementation planning of the EU personalized medicine programme and cooperating globally. The International Consortium for Personalized Medicine(ICPerMed) is a communication platform established for stakeholders of personalized medicine under the framework of EU the Seventh Research Framework Program(FP7) and “Horizon 2020” and the initiative of the precision medicine project funded by the European Commission. Currently, among the geographical thematic research projects initiated by ICPerMed,China-EU Cooperation on Personalized Medicine Policy and Research(Sino-EU PerMed) and China-EU Precision Medicine Cooperation and Support Program(IC2PerMed)are cooperation projects between the Chinese and EU governments.The two projects support the cooperation between ICPerMed and relevant parties in China from different perspectives, to promote the consensus on the understanding of precision medicine among multiple stakeholders in China and Europe, and promote the implementation of precision medicine. This study aims to introduce and analyze the current situation of international cooperation projects between China and the EU under the framework of ICPerMed, to provide reference for precision medicine research and innovation.
