Abstract:

 At the beginning of 2025， the General Office of the State Council issued the Opinions on Comprehensively Deepening the Reform of Drug and Medical Device Regulation to Promote the High-auality Development of the Pharmaceutical Industry， putting forward requirements for establishing a unified national market in the pharmaceutical field. Based on the investigation conducted by the research group of Shanghai Association of Food and Drug Safety， this study focuses on the strategic goal of establishing a unified national market in the field of drug distribution， deeply analyzes the bottlenecks and practical challenges in the construction of a unified national market in the field of drug distribution， and proposes the path options for regulatory policy reform. This study focuses on discussing the regulatory policies for the third-party logistics， the promotion of the policy of multi-warehouse coordination， and the policy of providing special transportation conveniences in central cities for drug distribution， and puts forward targeted suggestions for regulatory policy reform， including scientifically balancing the relationship between supervision and the market， integrating supervision into services， building a unified national information platform for drug distribution， and steadily advancing the reform. The specific measures proposed include accelerating the formulation and revision of supporting regulations and rules， implementing the national coordination of drug and medical device supervision， incorporating third-party logistics into the scope of licensing， promoting the implementation of the multi-warehouse coordination policy， and establishing a green channel for drug transportation， which aim to help the efficient construction of a unified national market for drug distribution and promote the healthy and sustainable development of the pharmaceutical industry.
