大数据赋能甘肃省药品科学监管现代化的思考

摘要:

药品监管工作对于保障公众用药安全、维护社会稳定、推动医药产业发展具有重要作用。近年来,药品监管部门一直探索更加科学的监管模式,大数据作为一种全新的数据管理模式和思维方式,成为推动现代药品科学监管体系发展的重要力量。本研究梳理了大数据与药品科学监管运行模式,以及大数据在药品监管领域提升监管效率、实现智能监管、风险监测与预警、促进产业创新与发展等方面的融合应用探索,分析了当前甘肃省药品智慧监管建设应用现状及存在的问题,如数据互联互通不够、数据利用不充分、数据安全存在隐患、监管资源匮乏等。针对这些问题,结合甘肃省药品监管实际,对未来通过大数据加强甘肃省药品科学监管现代化提出思考,包括构建药品监管大数据中心、推动药品监管模式创新、筑牢药品数据安全防线、加快复合型人才培养,旨在通过利用大数据统筹监管各方资源,将数字化、智慧化进一步融合,不断赋能甘肃省药品科学监管现代化,为药品监管部门推进药品“智慧监管”提供理论参考。

Abstract:

Drug regulatory work is of great significance for ensuring drug safety for the public maintaining social stability and promoting the development of the pharmaceutical industry. In recent years drug regulatory authorities have been exploring more scientific regulatory ways. Big data as a new type of data management approach and mindset has become an important force to promote the development of scientific drug supervision. This study reviews the operation mode of big data and scientific drug supervision and the exploration of integrating and applying of big data in the field of drug supervision such as improving regulatory efficiency enabling intelligent supervision conducting risk monitoring and early warnings and promoting industrial innovation and development. It analyzes the current status and challenges in implementing intelligent drug regulation in Gansu province including insufficient data interconnection under-utilization of data resources potential data security risks and limited regulatory resources. In view of these issues and considering local regulatory realities this study proposes strategic recommendations for leveraging big data to modernize scientific drug supervision in Gansu province including establishing a big data center for drug regulation innovating regulatory models strengthening data security frameworks and accelerating the cultivation of interdisciplinary talent. The aim is to utilize big data to coordinate the resources of all parties involved in supervision further integrate digitalization and intelligence continuously empower the modernization of scientific drug supervision in Gansu province and provide theoretical references for advancing "smart regulation" initiatives in drug regulatory systems.
