基于HIS与财务管理系统的临床试验经费管理系统构建

摘要:

目的:基于HIS、财务管理系统,建设临床试验经费管理系统,实现临床试验经费管理信息化,优化管理流程,提高管理效率。方法:经费管理系统采用浏览器/服务器(B/S)架构体系,基于 PHP7语言进行模块化开发,通过RESTful API、数据库直连、RPC等多种方式与医院信息集成平台进行对接。结果:临床试验经费管理系统与我院HIS、财务管理系统达成深度融合,实现临床试验经费全流程信息化管理,下设功能包括项目经费预算管理、电子经费本的建立、经费扣除管理、多维度报表统计、经费余额提醒、医保占用监测,可实现经费的实时抵扣并对经费余额进行监测,避免欠费问题;各用户可在规定权限范围内直接获取试验经费使用和结余情况,解决信息不畅通、难获取的问题;多个环节的线上办理也大大节省了人力物力,有利于医院的资源配置优化。结论:经费系统的使用对我院临床试验经费的高效、规范管理具有重要作用,可有效提高经费管理效率,降低经费管理差错率和滞后性,同时对医保基金的合规使用也具有重要意义。

Abstract:

Objective: To develop a clinical trial fund management system based on the hospital information system HIS and financial management system achieving digitalized fund management optimizing workflows and improving management efficiency of clinical trials.Methods: The fund management system adopts a Browser/Server B/S architecture and is modularly developed using PHP7. It interfaces with the hospital information integration platform through multiple methods including RESTful API direct database connections and RPC.Results: The clinical trial fund management system achieves deep integration with HIS and financial management systems in our hospital enabling full-process digital management. Key functionalities include project budget management electronic fund ledger creation automated fund deduction multi-dimensional reporting balance alerts and medical insurance occupancy monitoring. The system ensures real-time fund deduction and balance tracking to prevent deficits. Authorized users can directly access fund utilization and surplus data within defined permissions eliminating information asymmetry and accessibility issues. Online processing of multiple links significantly reduces labor and resource costs facilitating optimized hospital resource allocation.Conclusion: The implementation of this fund management system plays a crucial role in enhancing the efficiency and standardization of clinical trial fund management in our hospital. It effectively reduces management errors and delays while ensuring compliance in the use of medical insurance funds.
