摘要: 目的:促进执业药师队伍高质量发展,服务公众用药安全。方法:梳理我国执业药师制度和队伍发展历程、“十三五”期间执业药师管理工作现状,提出新时期促进执业药师队伍高质量发展的建议。结果:我国执业药师制度和队伍建设取得长足发展,但执业药师药学服务作用发挥不足,与公众日益增长的合理用药需求之间仍存在差距。结论:应加强顶层设计,持之以恒实施执业药师资格制度;开展新业态研究,规范执业药师执业行为;加强安全用药宣传,持续开展最美药师活动;强化注册与继续教育管理,提高执业药师队伍能力与素质,为促进执业药师队伍高质量发展奠定基础。

Abstract: Objective: Promote high-quality development of the team of licensed pharmacists and serve medication safety for the public. Methods: The development history of the system and team of licensed pharmacists, and the management status of licensed pharmacists during the 13th Five-Year Plan period were sorted out, and suggestions for promoting high-quality development of the licensed pharmacist team in the new era were put forward. Results:The system and team construction of licensed pharmacists in China has made great progress, but the role of licensed pharmacists in pharmaceutical care is insufficient, and it still has a gap between the public′s increasing demands for rational use of drugs. Conclusion: It is suggested to strengthen the top-level design, persistently implement the licensed pharmacist qualification system, carry out researches on new business forms to standardize the practice behavior of licensed pharmacists, strengthen the promotion of safe medication, and continue to carry out “the most beautiful pharmacist” activities, strengthen registration and continuing education management, improve the ability and quality of the licensed pharmacist team, so as to lay the foundation for promoting the high-quality development of licensed pharmacists team.
